So write a script that, every N minutes, checks every $HOME for
updates to .fetchmailrc and then if necessary re-creates a central
.fetchmailrc.

Of course, then one malicious/stupid person can cause problems for
everybody.  And one problematic remote server can cause delays for
everybody.

Having multiple fetchmail daemons is actually better.  Yes, there's a
memory hit, but so what.  You don't end up with a single point of
failure.

Sebastian made as much of a point as you have.  Maybe if you said what
real concern there is over multiple daemon's running - one as each
user who's fetching mail?
