Tom,
It seems that the boot disk you created does not have the format (or
possibly not even command.com) command loaded onto it. I would suggest
that you make a boot disk that contains the basic DOS utilities. Such
disks are available from http://www.bootdisk.com They are loaded with
several useful utilities that help you format/repartition drives from a
single disk.
Once you have created one of these disks, boot your computer with it and
run format from the floppy. This should solve your problems.

I have a drive with win ME, and one with XP, that I need
to format. Using the dos prompt in the win start up gets me to the point
where it says that all info will be lost, however, it then refuses to
allow me to format. I've created a dos prompt disk, which boots up to
the C:\> dos prompt, but tells me that "FORMAT C:" and any other combos
I use (the same ones used for any other win applications which work),
are a bad command etc. Can someone help me with the proper commands and
what ever to format these hard drives?
